E-Salary project implemented in Haryana

Chandigarh, 9 Feb (Babushahi Bureau) : Haryana government has implemented e-salary project in the state through the Department of Treasuries and Accounts to have an effective control on salary disbursement to its employees and have a complete database of such payments.
While stating this here today, a spokesman of the Finance department said that necessary software for this purpose had been developed by a team of officers from Haryana Unit of National Informatic Centre (NIC). The project had already been implemented at Treasury level from the month of January, 2012 and would be extended up to Sub Treasury level within the current financial year.
He said, “The new system requires the Drawing and Disbursing Officers (DDOs) to prepare their salary bill online and transmit the same to treasury. DDOs need to click �e-salary� on website www.hrtreasuries.gov.in of Director, Treasury and Accounts. This link is available through broadband as well as through SWAN connectivity. Since preparation of bills will involve the data entry of the employees, personal detail and salary detail, so assistance is being rendered by the treasury officers to DDOs by providing two or more computer with broadband connectivity and data entry operators in treasury office itself.”
“The DDOs can approach the concerned treasury officer if they face any technical issues or if they have problem in the entry of employees’ data. Once the database is ready, every month DDOs will be able to generate salary bill online without any additional work except they would have to update the salary record if there is any change due to increase or decrease in salary or allowances or transfer in or out of the employees”, he added.
The spokesman said that a Unique Code for Payee (UCP) would be allocated to each employee and it would remain same even if he was transferred from one place to other in the State. The salary would get credited directly into the account of the employee through Electronic Payment System. For this purpose employees were free to have their bank account with any bank with core banking facility and having IFSC code.
The employees could also register themselves with their bank to get free SMS facility for each credit or debit in their account. This UCP would also be used for direct credit of all other type of payments to the employees account. For any assistance the DDOs could contact the concerned treasury officer helpline numbers given on e-salary website, he added.
